Puerto Rico needs more than Trump's cynical ploy

As Puerto Ricans still suffer from the effects of 2017's Hurricane Maria, Donald Trump has finally decided it is time to send the island $13 billion in disaster aid. Former Congressman Luis V. Gutiérrez writes that the timing is "no coincidence" given that Puerto Ricans make up almost a third of eligible Hispanic voters in the battleground state of Florida.
