UPDATE 2-Mexico holds firm in fuel theft fight, panic buying hits capital

Mexican President Andres Manuel Lopez Obrador said on Tuesday an army-assisted crackdown on fuel theft was "not in vain" despite shortages that spread to the capital after the government closed pipelines and refineries to choke the black market.
